Dear Brothers and Sisters, every year the situation is sad and bitter. Hundreds of pilgrims have been abused by unscrupulous agencies. The scams come in many forms: an agency manager who disappears a few days before departure, a hotel in Mecca that is completely unsanitary, a direct flight that becomes a connecting flight, a trip that lasts 20 days instead of 25… What a great disappointment for the pilgrims! They expected to perform the rites of the Hajj in complete serenity. Complaints are, moreover, very numerous:

- 2007: an agency closed in Paris, many pilgrims were left stranded and cheated,

- 2012: consumers were not reimbursed after a scam,

- 2015-2017: departures without a travel contract or guarantee, large amounts of cash with no traceability, touts with no legal status, exorbitant prices (€7000 in 2018).

How many among us have gone on pilgrimage to Mecca and returned with the bitter taste of having been somewhat swindled regarding the services? (Not to mention those who, unfortunately every year, are left stranded without departure despite having spent astronomical sums).

To fight these practices and put an end to this surge in prices, the ACEF association has been waging an uncompromising fight against lawless agencies for now 4 years. After 4 years of research, legal study, market study of the Hajj and the fraudulent practices employed by these agencies, and the collection of testimonies from those who were scammed, the ACEF association has produced a short 9-minute film allowing you to understand the Hajj system in France and everything surrounding it.

Furthermore, Emmanuel Macron said that he would announce "in the coming months" his measures to "clarify the rules of operation and financing" of mosques. "I received the Crown Prince of Saudi Arabia two days ago. I spoke with him and we will also make decisions jointly," he said. He concluded: "I no longer want mosques to open with hidden financing. I no longer want people using pilgrimage money to do whatever they like." He calls for "state control" and "transparency."

The Ministry of Hajj (Saudi Arabia) noted its close cooperation with the French official authorities and the taking of all necessary measures to pursue those involved inside and outside the Kingdom, either by imposing financial penalties, suspending their permit for a season or more, or cancelling their permit.

Abu Sa'id al-Khudri — may Allah be pleased with him — reports that he heard the Messenger of Allah -Peace and Blessings Be Upon Him- say: "Whoever among you sees something reprehensible, let him change it with his hand; if he cannot, then with his tongue; if he cannot with his tongue, then with his heart — and that is the weakest degree of faith."
